Turns out money was the cause of the bug. I didn't realize my money was maxed out after buying several items such as iron zinc calcium and others..Do you have maximum money? I hear that can cause this issue. Easily fixed by going to Argent City and buying a bunch of S-Coins.

Use a bed while 'indecent' (at least topless or bottomless).

If the Pokémon has a valid illustration, the Fuck command will appear in the Party menu when the MC's Arousal stat is high enough.
Arousal can be seen on the 'back' of the Trainer card (press the button again). It increases over time, faster when indecent.
