If, like me, you've never watched any of those shows, or are out of touch with pop culture, then it's likely a bunch of those references won't make sense.
I find that the humor used in PV is 90's based, but 90's humor is just 80's humor with more obvious references to sex.

I don't think it has much to do with time, but more about place. I'm not a big fan of American comedy, specially 90s onwards...

I'm thinking the final chapter will release somewhere around November and if a BIG IF here, if WWG makes a vanilla/harem end or chapter 13.2 or something and if it's not a small update, it'll take another 5-6 months... if it's a small update then I'll be bummed out because of how the cannon part played out... I guess we'll only be able to comment on this once the game is fully complete.

I have a theory for Chapter 13: I believe that Sterling is going to ask Drew to help track down Hunter. Even though, Hunter plan was foiled and everyone found out the truth, he can still posed as a threat, I mean he still has the recordings so he could still blackmail them in getting what he wants
