No, this peeping tom you don't have to defeat. If i'm not mistaken...if you go one screen down once you enter the underground, and go to the left, you should see it.

There's one literally right next to the brothel, and one near where the homeless live. It's one screen down from the homeless area. Or you might also need the Flirt skill, if you don't have it already?
