Nvm I found the answer. You have to have Erica as the leader of the group to open the gate smh. This is so dumb, everyone should be able to use the abilities.

If you're talking about in the modded version, you should be able to hit the 1 key on the keyboard (not the number pad) and the menu should show up.

Use <Shift>+<G> and you will get the render option screen and you can change the frame rate to 30 or 60 fps.
