Every time a japanese games has issues the answer is probably that you are missing the Japanese Language pack or Locale.

I extracted it with the japanese encoding and opening it with japanese locale also doesnt work but lets see if it was just a bug and a new download will fix it

Well, open the folder www\img\characters and see if the file Strong Guy.png (yes, with a space) exists.
If not, but you find another file with a similar name, duplicate it and rename it. Or paste into the folder a transparent image with that name (like the one I've attached). At least you can move on and continue playing the game.
