The burn out mechanic seems broken...eventually everyone is permanently burned out

The burn out breaks the game on one save can’t move on all characters , perks can’t get the sister like family lover

OP updated with v0.18.05 and new cheat/back button code.
I personally would've liked it if the spells had a bit more of a impact.

Nope just the Lazarski bunch so far, they have quite a lot of development to go before we're finished with them too if the number of unnamed routes is indicitive.
As Robert visit Joanna's Office when she's not there and sniff her shoes. After he has it and you leave your room in the morning as Isaak or Natasha you have a chance of catching Robert getting a Foot job and that offers the chance for them to get the perk. Not sure about Pauline.

You can't there is an arbitrary limit at 5 for no real reason. you can remove unwanted perks at church on Saturday morning.

You can change the perk max by editing the HTML, there's a few back in 14 and 15 version posts about how to do that and switch out perks.
