Yes, it is to reduce files. My favorite thing to come of this (stick with me now) is that currently this game's images are actually slightly lower quality than the original. This is also in order to lower file size. As an artist (dumbass) I was able to pick up on the small quality drop immediately, but it's just a small nitpick rather than an experience breaking issue.you have been doing this "slicing" for every new patch, I dont know what is it purpose... but why (If i get it right...)are you doing it now again for the whole game? To reduce the files sizes?
However, now with image slicing, Night Mirror has said that the file size is small enough that he can release an HD pack of all the images without image quality loss AND without such a giant file size (The original, uncompressed, none sliced images alone are over 6 GB, and lossless(uncompressed), sliced I think are around 1 GB, compressed/lossy even less). The game itself however will still be both sliced and compressed(lower quality images), so the HD file pack will be like a mod of a mod, that I'm excited to get.
The animations can't really go through the same process though, (it's a bit complicated so I'll just leave it at that) so they'll still be slightly lower quality. Again, not game breaking, but worth noting for nurds. The animations I currently have for Ballfondlers Missionary POV (break, slow, norm, fast, xray for break, slow, norm, fast, various facial expressions, etc.) are currently all less than 2 MB lossless in file size (lossless WebP images{with .png extension} plus sum rempy cod), so I think that they can make it into the HD pack, unlike the other animations which are like maybe 10 MB lossy for animations with speed/face variations since they're video files. Night Mirror said that all animations (that are video files) in the game not compressed are over 5 GB.
