Make sure you run as japanese locale, or you can use locale emulator to run it if you lazy to switch your window locale.
If still not working, make sure you are in japanese locale when copy the game from rar/zip into your disk. (I using winrar, there is an option to change to ANSI japanese)
If again not working, I think the game file is corrupted, redownload again.

Yeah I realized you linked it to us earlier but I was too late , mb rip , i'll keep a kee eye out next time for it.
