In the Game.ini keep RTP= and try removing the RPGVXAce text after it, since sometimes these games do include RTP.
Else download and install VX Ace's RTP:
I've installed RTP and deleted every instance of it in the VX Ace games, since that's just having duplicate resources in different places..

I'm stuck at one of the early quests ...
It says I need to collect 3 Carrots, but I already collected 10.
But everytime I try to bring the carrots back it tells me to collect carrots ...
Am I missing something or is this a bug?

Did you fought or encountered the orc? its been a while since i played it but i think that might be the problem
Yes I fought him. 1 loss and 2nd time victory.
Do I have to explore the dungeon first (the one the big orc was protecting) before I can continue with that quest?
