I am just gonna say it and leave it here. I like what ScarletAnn does and I am actually sympathetic towards her as an artist, but whether she wins a cash or not depends on the game. Images alone for porn are poor entertainment after all. It needs to have a flavour.

Someone got tired of getting screwed over and started a solo game it seems.
Let's see how it goes in a few updates.

Love the art, not necessarily RPGM though. Although, with Lust Epidemic I stopped hating the engine, clearly you can use it to create decent stuff if you try hard enough and don't use the stock everything.

I've always loved Scarlett Ann's art and if this project gets completed, definitely a 10/10 from me. (Especially if the implication of pregnancy gets put in!)

Couldn't have said it better myself. I want to add to your comment (even though its a year old):
Prince of Suburbia was 'Put on Hold Indefinitely' due to the Devs not getting the funding they were hoping for from Patreons. The Devs couldn't pay ScarlettAnn's fee for the art she'd already done, which resulted in the development stalling. Since then, the Devs have finally sent the money they owed ScarlettAnn and are hoping to restart Development in the future. ScarlettAnn has agreed to continue providing art for the project, albeit on a 'pay upfront' basis.

This particular project is different in that ScarlettAnn herself is doing it. As was mentioned earlier, she has hired a part-time coder and is providing the art and writing. She is currently swamped with work on other projects and does this when she can. Since this is a 'side project' of hers, I'm expecting updates to be small and 'few and far between'.
That was April of last year, since then they resumed development, making sure their patrons knew that updates would take longer and then they had to wait months and months to even hear a word from Scarlett Ann let alone get any art from her. (development after that ran into even more difficulties before it would ultimately abandoned).

Thats the dev's explanation but as a counterpoint to your post, by all accounts ScarlettAnn is very difficult to work with.

About Prince of Suburbia:

We must remember that patreon's payment policies at the time were different and made fraud much easier. You could support a project and not pay even a penny, often this was done just to gain access to exclusive posts and many users canceled support on the last day of the month.
All of this helped the project to end.

to be more precise none of the dev including myself are real full game dev, this is more like a fan development made by Scarlet and her patreons.
