I mean, yes. It is an NTR-Game. Sure, there are Routes without NTR, but those dont contain any H-Scenes.
So yeah, the game is completed.

It doesn't have much in the way of NTR, but if you only care about the corruption, you can check out Tina, Swordswoman of the Scarlet Prison by the same creator as Scars of Summer.
Oh, this makes totally sense. Now that you say that, I dont really know how I could misunderstand them.

I liked that part too, I really wished they would have leaned more into him moving in., done more things with it. I suppose that's the worst part about this game, there's not enough! A route gets going and then it just sort of stops.
