Just download the application, run the tool and open the SoS After game.exe file. If it doesn't work, you need to install some Microsoft Runtime requirements.

Just explore the MTool. The only downside for this tool is that, it updates often, idk why.

Edit:

About the runtime requirements, you will see it being suggested by the tool, just click it. You will find some suggestions on the lower left of the tool.

My go to choice, because the official TL will take months after the jap release.

You can just download it for free from DLsite. Just go there via the link from the OP. No reason to post a link to it.

And if you can't manage to do it with those instructions, you don't deserve to play it.
