I've noticed a lot of games are like that, but people who mention it usually get dumped on in the threads for mentioning it. I just assume that the devs for those games found a face that gets a good response from players, or a face they personally find attractive, and then make slight tweaks to it in different places to fill out the rest of their cast.

Or they're used to creating/consuming art with less detailed faces, and just forget that higher detailed CG renders make the similarities more noticeable. To use low budget anime as an example, all the Sailor Scouts from Sailor Moon have the exact same face, they just have different hairstyles and hair/eye colors.
