OK, problem solved. For others' sake -- I ran it through an emulator and that solved it. Like others mentioned before me, running the actual locale didn't help but using an emulator does. Thanks.

I set my system properly to japanese locale without using an Emulator and used Method 1 and it runs without problems. A lot of people make the mistake that they forget to set really all to japanese without an exception if you forgot the time for example it can be the game refuses to run. I set all to japanese and have even the japanese language package installed and i run the game under Windows 10 64 Bit. I dont know if Windows 11 might be the problem in that case.

I don't know if you are having the same issue but the game cause my computer to slow down for like 1-3 minute for it to show up and work properly.
