I mean this game has always outpaced the press here, so it seems kinda odd to complain about it - meaning it has a substantial length of gameplay, but never really got the engagement for the versions that were released....

No the dev was supposed to be making two versions of the game one with the ntr setup at the beginning with nate and one without but it never happened.

Why would they scrap this to make a Non NTR version of the game?

Because the dev got a lot of backlash and hate from people that one of the main Lis in the game has a forced ntr setup at the start of the game since the sister was a main Li and there was something between them before she started dating Nate Multiple users/ fans were pissed about it so the dev did a poll on if he should make two versions of the game one with the ntr story with nate and one without the winning option was that he should create two versions one with ntr one without but it got abandoned instead the dev fell into the same trap many do trying to please both ntr and non ntr fans

Genuine curiosity.... whenever I see NTR complaints someone always says "many people hate this" or "so many of us are complaining", some variation of high number of people anyway ..... yet it's only a handful people complaining.
Usually the exact same people in every thread.
In all my years here, i've yet to see this "majority" they keep bringing up.

Well i can't speak for everyone who does it but in my case its just a generic term i use when describing something from multiple users from multiple platforms some i suspect are so buthurt over said content make multiple accounts to do so half the time i do it automaticly then go back later on to edit it lol though the dev did have to ban some users from his discord about the ntr thing some time ago from what i remember.
