You also have to get one of the maids to a certain point, "Aiga Mizuki (Amateur Streamer)" (aka 'bluetooth_maid' and $LY in the files). I can't recall the exact steps, but I know there's a bit at 21:00 in the villa master bedroom, then a meeting at noon at the restaurant.
