I solved it by eliminating slaves wandering around. I deleted all hallways and filled every available open space with objects/furniture. When the slaves/tourists have to teleport everywhere the sluggishness disappears. I could play with far more slaves than the default settings without hitting a slideshow. I still think the pathfinding must be at least partly causing some sluggishness issues.
EDIT: that was in 0.19 though. I haven't played this updated version yet. still downloading.
EDIT #2: putting it on an SSD seemed to help a lot as well. The time I created a ramdisk to test if it was thrashing causing the issue it played the best, but I agree with other commenters that a ramdisk shouldn't be required.

Sadly i would say to DEV that it would be better to do the Pathfinding completly new from scratch?
And i dont want to sound rough or something but im something like an IT Technician and its impossible to blame my hardware for the Sluggishness.

I dont like to measure Gaming Rigs but i postetd it to say the last time its impossible for this Hardware to Stutter in a game like Station Master. Even on Single 1080 to eliminate every possible Sli Bug it Stutters.
Just from the numbers this rig should play @ 200fps with 2000 Slaves.
Sorry for some "Rage Posting" but i play since 0.4 and the Sluggishness never changes. Win 10 64 bit always up to date etc and from time to time i install win 10 completly new. so the software maybe is also not the problem.
Maybe i have some rare hardware constellation but i dont think so.
Sorry for my Rage i just want to play at least one Station Master Version that runs smooth as Fuck ^^
PS, Obsolete to say i play with Resolution 3840*2160 better known as 4K sometimes 8K but that is not a part to blame Station Master for. The Stutter is also in every Resolution or Graphics Setting.
The Stutter is corelated with the numbers of NPCs on the Station including Tourists and Citizens. I would Blame the Pathfinding also ^^
