I think you are misunderstanding, I never said that the reason is Steam, if it will be released on Steam without being labeled as adult (or pornographic) in order to be sold in Germany (and other countries) and skip other age restrictions (wider audience). So Steam censorship has the same parameters as music licensing, yes nude women, no penises.

But as far as I know Steam had already agreed to the release of the game as it stood (including images of MC's penis), that's why they had allowed wishlisting on Steam and allowed Ocean to release a trailer on the platform, and Ocean had said the game would be available in Germany (meaning it wasn't getting the pornographic rating). So the build you submit for the release may still have objections despite having the store approved and working. Also I remember reading that Ocena had already talked before about some modifications for the Steam release.

The problem is NOT Ocean, it is the mercurial wims of service providers who withdraw paid services with little notice - in this case music licensing - because of an aversion to adult content.
This has been an issue for over a year and has badly affected many AVN developers who treat music and sound as an integral part of their games.
