Actually you can pretty much use any way of showing a number, and people have all through-out time.There's no such rule in roman numerals like you wrote. "technically XIIV = 13" this doesn't exist.
Hence we get things like XIIX for legios. Lets also ignore IIXX for the 22nd legios, because that one only works if you know latin. You also will see in many sources IIII which is 4 (clocks mainly use that one), and IIX for 8. 2 from 10 was it would be read, remember your meant to read it out loud, so 2 from 10, is like when you hear it's 10 to 10 PM.
