+1! Dr. Ivy is my most-anticipated-development for this game. It's frustrating that his time and energy have been going into forgettable minor characters like Terri and Chelsea who have no impact on any ongoing storyline or larger world outside.
Agreed, but it's what the patrons voted for (~3 years ago? Something like that). It wound up taking about 3 times as long as expected.

I honestly don't get why people voted for completely fleshing out the school before doing anything else, but there ya have it.

Still, once it's finally done I hope Baal doesn't allow any more votes that determine the progression of the game for the next X years and, instead, focuses on shorter-term commitments.

I can think of a couple of reasons.
1: school girl fetish's.
2: Focusing on one area at the time.
3: Young flesh is for alot of men more attractive then old flesh.
4: Because corrupting a school is fun(see: Hentai high school populairity)

It is really a case of focusing on one area with the most porn portential first.
Story is secondry to most.

I personaly like that fact he focused on the school first.
It is a rather big selection of people and has alot of stuff that needs doing.
Fineshing it first means that the biggest workload would be done.

Even if they had voted for work somewhere else the school probably would have been in the game, just you'd really only have the classes and placeholder images for the girls, much like how it was as the school was being developed. In the RAGS version there was a section of the Initiative that allowed you to train a stat for a fee, and that was a little better than the school. But in the end the school feels like the best place to start due to the amount of people in it, no other place in the RAGS version had that many NPC's, and the focus on Billy's start as a hero there. Made more sense than your first job being technically TSA at the airport.

Being someone who was a Patron early on, and who played the RAGS game, the reason was to give the game a place to go to since the School was important enough in the RAGS game to have quite a bit of developed content. I don't recall if even Baal considered at the time that it would be this long, and only the school was the most developed part of the game. Overall it was a good place to start, had the most characters, and gave a place for Billy to hang out and corrupt people with his powers. Outside of home that is.

I saw the question earlier, but no answer. For me, Armor of Terra pops up in the book of what can be bought, but no discount button is there, and I can't actually buy it.
Bug or need an event to unlock?

Did you add another level of discipline at the Initiative to allow you to buy it first?

Yeah, I have the discipline, it just doesn't give me the ability to click the button to buy the power.
Hmm, not sure. The only reason the game shouldn't let you buy a power is if you either don't have enough discipline or don't have enough money/Globex influence to buy it. Okay, stupid question time: First do you have 750 to buy the power or 500 and 100 Globex influence. Next stupid question, did you check to make sure you bought it already and just forgot? (I know, really stupid question, but have to ask since you never know.) Also you're not using a save prior to version .30, right? Although I think you'd have more issues than just that if you were.
