There shall be a day when the update only will function properly for everyone! Yeah, that will be the day... one can dream, right? But yeah, there isn't much to do except get the full version, sadly. Still doesn't make any logical sense why it works, but hey, minor victories.

Outside of gathering hardware information from everyone who has the update only broken, I'm not entirely certain what more I can do to try to fix it. Well, back to testing stuff to see if I can break things.

ok gonna make it even a bit more strange.
DWL full version and copy over old version, after I previously update that one though, so it allready crashed once.
And yes it crashes again.
Full dlw extract to new location and no problem. Harvy is back known.
So it is prob not in the profile section.

delete the old, play the full. next time dwl full U18 and copy over the U17. see if it happens again.

I just played the 16-17 update without any errors. Gotta love technology! (Great game/story BTW!)

One thing that is funny is that Commander Gray's Insignia on the sleeve says he is a Sargent in the US Military. I don't know about other militaries.
Sargent is E-5 Enlisted (Army or Marine) while Commander is O-5 Officer (Navy).
