Game is mtl , and since we're using Bepinex , you need internet connection for the mtl to work. It's barely understandable too btw , it's all up to you.
Anyway, to answer your question ,without the mtl , it's just japanese language.

Well manual translation is much better than this mtl shit that doesn't work in most cases
