So for those having issues with extracting and playing the game (like I did, despite every fix listed before mine), heres what worked for me.
Open up Winrar.exe (which for me was located in local disk C > Program Files > WinRAR, but it might be somewhere else for you), along the top there will be an options button, click on it and hover over to the name encoding option, change it from default to Japanese shift (this will reset to default if you close the Winrar application, so don't close it until you're done). Once you've done that and have the file downloaded, double-click the zipped file in the winrar application, double-click the file after that (not the ... "file"), and now click on the file that doesn't have patch in its name, and extract only that file to a folder with a short name (like Dangerous Road).
Once thats done, you can close the Winrar application, open your newly-extracted folders, and you should right-click the game.exe file, go down to the Local Emulator option (you'll need to download and install that if you haven't) and run it in Japanese (and do so every time you want to run the game), and it should run it without any errors. Doing this, you will have to re-extract the files for the full save file, but at least the game will run regardless.
If you want the full save for the gallery or w/e, re-extract the full zipped file (you can probably extract this without doing any additional stuff, it didn't ruin the save for me, or you can do what you did to extract the game to quicken it), and open up the file with patch in its name, right-click the save folder and click on copy, go back to the file with game.exe in it, open up the www folder, and paste the save folder in there.
