I think you have misunderstood. The idea behind the Updater and Update Maker is make a limited TGO update from a recently updated version of a Windows version of the game to use to update games on any platform - principally Windows and Linux but also MacOS and Android, with a bit of extra work as per packing, from the last version of the game to the latest. If you update your game with the Updater, build an update using the Update Maker, and apply that update to the original game nothing will happen because the files you add from the update you built will already be present!
Update the game with the Updater and that's all you need to do to make it current but if you want to update another game on a different Windows machine or non-windows box build an update from a recently updated Windows version of the game first and then use that to update other game does the business in the quickest and simplest way.
