The Japanese version of the game comes with a very detailed guide, those would be the google translated versions of that guide.
In case something in that is confusing or not translated properly you can compare it with my short guide.

Because the game was bugged to all hell and back when it was translated, along with introducing censorship.
When they initially made the un-censor patch they forgot to revert changes to the scripts that control h-attacks.
You can use the Animation Fix mentioned earlier on this thread, or use my Fix Guide steps 0 to 6 (since it fixes crashes as well, but it might be a little more complicated to do, if you use my guide let me know if it works).
It is bugged more then the FBI offices, and crashes more often then a drunk driver...
My patch should fix all of the bugs if you still decide to play it, just read the last post before yours for links.
If by"DLC" you mean the "steam un-censor dlc", then it is already applied. If you want to fix the stuff that is still bugged and censored or missing then that is covered by my Fix Guide

It's listed as an official translation on steam so the answer is no, at least for another official translation. Too bad. The game is
pretty good but the translation is horrible.
It is not possible to have max H stats at the start since they are hard locked to not go beyond a certain amount until the story
progresses and are tied to the different branching routes towards the endings. Many ONEONE1 games work this way.
Hacking the save file would be the only way, but could cause game breaking bugs as you are simply not meant to have more then a certain amount of H-exp before advancing the story.
As for save editors, the saves are encrypted with "wfcrypt" , so you would need to find a way to decrypt them first.
