He could do that too, although part of the attraction would be how he's corrupted them so much they'd willingly do it for him, and them acting slutty for the camera. Just putting hidden cameras around the place doesn't seem to fit so well with the whole mind control thing he's got going on. Although Anderson could be an obstacle to the plan, he might need to brainwash her into allowing him to do it.
