Then that just leaves us with one other option
and that is
to uninstall the graphics driver COMPLETELY using DDU -

First thing you need to do is
Download the correct driver from the
manufacturers website NOT windows, DO NOT allow window to update
disconnect from the internet
uninstall the driver in safe mode
DO NOT reconnect to the internet
restart the system
install the driver using the driver from the manufacturer
restart again, reconnect to the internet
and see if that helps
if it did not help, then unfortunately I am out of ideas, unless you are on windows 11 and maybe that a factor as to why it's not working, but that is just a big assumption and I have no reason to think it might be the cause, but there's nothing else I can think of.
