Stepdad is really the mystery of the game. he could be:
A) a really good cop trying to fight the crime and caring about his family
B) a cop that started with a good intention but was corrupted/ subjugated
C) a real villain since the start
Imho is a beta and the right answer is B. Probably you will be able to take the family from him in the love route and replace the leader and have him like sidekick in the domination route.

To be fair, no one can explain why they have their sexual preferences or fetishes. People just develop these things and don't choose them.
I thought exactly the same. If these guys were some sort of high-profile terrorists, drug smugglers or gunrunners maybe I could believe it. But they seem more like a small low-level street gang who commit opportunity crimes. Either the Dev will reveal something in future updates or he just made a strange choice to get the story rolling. The game looks interesting enough to forgive the latter in my opinion.
