No, if you'd check their Patreon you'd know they're still active. AESOUH seems to be in charge of testing but it's been delayed due to "relocation + bureaucracy" according to them.
Nothing happens, it's a matter of bad timing I guess, Aesouh is not done with his part of the work and got to move out and setup up his thing... On my part I'm currently working on R12 for a while already.

It's a Unity-based game and this engine has no Android support right now (and don't wait for it). You can try to create an AVD (Android Virtual Device) in your machine, install a lightweight linux image on it (with xfce for example, like XUbuntu) and run the game on it. Maybe you can make it (I've never tried but in theory it should work).
