Though I'd recommend using the 'perfect start' save

Yeah you're correct, CE can't locate the value if the amount is not something high.
So it's either get ~20,000G by trading fish and then editing the value, edit the es3 save file or using a perfect start that I've created right here:

I've made a perfect start file (First day, 1m gold, 10k fish, max stats, no items).

No gallery yet, if you really want you can edit the es3 saves and "undepress" them. or start a new playthrough.
If you start a new save you can use this perfect start so everything will be easier.
