While the ones in your screen are definitely not something you should touch, those red markers are just an "attempt" of Translator++ to make you aware of "potentially" problematic lines.I'm translating a game here from english but all the time I see red bars(purple circle), and I assume this must be a
program code , so should I ignore it or should I copy and paste it in the "Initial" column?

And as I'm translating a japanese game that has already been translated into english, i also wonder if i should copy and paste the ones that are written in japanese too, but these no longer have red bars.
It does not replace you having to check everything yourself.
Getting rid of all red marked translations will not necessarily make your translation bug free and instead you potentially leave a bunch of stuff in Japanese. It does not mean that a line not marked red should always be translated. You need to look at everything and repeatedly ask yourself "Would this make sense to show up as text in-game or not?".
But if a line is marked red and has ' or " around it you can be pretty sure that those need to stay correctly.
For example if you have a red marked line that translates to
'Don't touch this'
Your game will crash, because it thinks the text only includes "Don", has a loose "t touch this'" and will commit neck rope.
In that case you need to change it to 'Dont touch this', 'Do not touch this', or use a special version of ' that is not recognized by the engine.
