You have to buy the extra room for your house, and then when you're running around in the park, one of the talisman spots will actually give you the key for that chest. The chest holds a dartboard for the extra room.
You have to buy the flippers from the store at the end of the game, then you can swim out and get that spot.

best way is to use save editor as cheat mods can crash or fk ya game up. this is link for it you can you tube it or there may be a post here on how to use it. YVW

carefully, dont overkill it with cash you can break your saves down the line cause of it. so many have cried, but i had no issues, 5 mil max when you reach the store, and even that probably best to add mil at the time, but you can check guide i made some time ago how to
