you can get broken keys if you go to the bar and give an aloe plant to the guy in the men's restroom unless you used those keys as wellyou can get softlock if you craft the chest key before the pirate key. Learned that the hard way
You can stick it in the Tikpac mask/sculpture, above a display case, to the right in the library. Walk up to the display case beneath the mask, choose the eye, the masks left eye turns red and the MC says "It worked... but nothing happened". So I suppose you need the other eye or have to do something else to get something to happen later on in the game.
If you already entered the new area where you need to shoot the jaguar first, the fragment is at the lower side floor of the area

There's code for a room beneath the library (check www/data/MapInfos.json). So I think it might be that we are able to open it this update, but no clue how :/
