Do you have Japanese locale enabled? Do you have these files in the gamefolder/www/audio/se folder?
It might be the filenames got scrambled while extracting the game, all the %E6%8E stuff is basically encoding that translates to those characters, so it appears the game cannot find those files.

you extract it in a wrong way, use bandizip, because bandizip can extract file with foreign letter correctly

Yep as appleseed26 said, your extractor doesn't process the filenames correctly, which is why you're seeing the message. The latest winrar also works (and I imagine 7zip will also work)
