Guys wasn't this game supposed to be finished for the ending of 2019? maybe it's finished yet but people still say "keep improving it"??

The "still" folder. That's how it is called. It's inside the .jar, you cannot miss it.

Afaik it has no impact, no, except for the art and (maybe, I'm not sure of this) some lines of dialogue.
