So, first, these VNs are modifications of my comics, taken from my websiteYes, I actually thought that the site rules conformed to laws. They don't. (I don't personally care but the site could potentially face problems for this reason)
The real problem is that in most countries in the world, and especially in the US and EU, we have child pornography laws which criminalizes depiction of underage characters, even in cartoon porn. I am pretty sure that no government is going to care about the internal rules of a website when they are more lax than a nation's laws? I believe f95zone is registered in the US, which makes US Federal law the jurisdiction.
BTW, the rule was put in due to a discussion in which a person wrongfully described lolita as a pre-pubescent girl. Loli actually means a sexually suggestive young girl (she could even be "legal" but is usually not). Laws don't look at how the girl looks, but at her age. And this girl is 14 which makes it clearly problematic, legally speaking.

At no point in my comics are any ages or dates explicitly stated.

I have my preferred aesthetic, as I'm sure you do. Slim with small boobs does not mean underage. None of my characters are underage. As long as every real person that participates in enjoying that aesthetic is a consenting adult, then live and let live.
