The FPS issue is most likely the same as the one that effects rapelay. It seems to just be an issue with old 3D games, but there is a simple solution;
1. Download the file from this link (
2. Open your file manager and go to C:\Windows\SysWOW64
3. Scroll down until you find the d3d9.dll file and rename it d3d9.dll.old (this will make the file unusable but don't worry, but whatever you do, do not delete this file, maybe make a backup and put it somewhere safe)
4. Once the file has been renamed, take the d3d9.dll file that you downloaded and move it to C:\Windows\SysWOW64
5. That's it, the game should work fine after this
If you find that you can't rename the d3d9.dll file then you'll need to change the file permission, should be pretty simple but if you struggle with it just follow these instructions;
1. Go to the d3d9.dll file at C:\Windows\SysWOW64.
2. Right click it and select properties.
3. Go to the security tab and click the button that says advanced, this will open the advanced security settings for the file.
4. Click the button that says "change permissions", it won't look like anything has changed at first.
5. At the top of the tab, next to where the owner is listed, click the "change" button, this will open a new tab.
6. In the box labelled, "Enter the object name to select", type "administrators", then click okay.
7. Cancel all the tabs, then right click on the d3d9.dll file again and go to security.
8. Click the "Edit" button and then click on "administrators".
8. Tick all of the boxes to give yourself full control of the file, there will be a warning thing that pops up but just click okay and ignore it.
9. You should now be able to edit and replace the file as you please.
