Previous version (reworked Ch1-3) had family relationships nudge nudge wink wink implied, and people loved patching that version, in hope of lewd scenes with patched relationships. Now patches can't be used without changing the story, and people making those kind of patches are trying to decide whether to bother or not. The older version also had a patch.
Honestly? Don't worry about it. You have the enviable position of having played the game without preconceptions.
What exactly is Jabba running Bob? She is a mute figurehead. She's probably the only person we haven't seen run anything at all.
Scarlett is plotting with Leia while organizing stuff at the house and trying to keep the families together.
Dylan is running around doing the talking for Helen and went missing for half the update doing stuff behind the scenes.
Leia is the one running everything. All the security is hers. All the establishment are hers. The enforcers seem to answer to her.
What in God's name is the mute whale doing besides standing around the house, reading, looking retrospectively, sunbathing or playing with oversized hand canons?
She wasn't mute the whole time Willi was gone, only what the last three weeks? So years of running the Zane family, even if running it meant just going to dinner and meeting with the important families. Someone like Scarlet might think she could really raise the profile of the family if she was in Helen's position and is frustrated that Joe and Leia are doing all the expansion. Maybe? This isn't a plot hole though, it's just not stated and we're theorising. We see her and Dylan go to do family business at the Relucia diner. Despite being mute, she's the one making sure Willi needs to go to see Guiseppe. So somehow, she's still keeping it going in the last three weeks. My perception though, she's quite happy for the family 'business' to take a back seat and doesn't feel the need to run guns or distribute drugs.
