Kind of yes and no.I think that's an oversimplification. Adult games don't always have to be about the sex, they can have good stories that go along with them and the best ones do that, they can make you actually care about the characters as more than just sex objects. They can also provide great latitude in the relationships you can have along the way and the ones you can end up with. The problem, however, is when that latitude doesn't extend as far as you thought it would and can make the eventual ending feel underwhelming and disappointing.
The appeal of adult games is that a well-told story can give an emotional depth to porn that makes it more engaging and satisfying. You're not just watching Daz mannequins fuck, you're watching Daz mannequins, who represent characters you're invested in, fucking, for reasons that you care about.
Except in the end it's still porn. I can't think of any game on this site so compelling that if the sex scenes were replaced with title-cards saying "and then they banged", I'd still be playing. If art is "producing works to be appreciated primarily for their beauty or emotional power", adult games are producing works where any beauty and emotional power is fundamentally second to, and deployed in service of, the player getting their rocks off.
The story serves the needs of the sex, which is why it's jarring when, usually near the end of games, developers feel the urge to flip that relationship around the other way.
