Because Japanese Censor law. Back then when hentai started the cultural stagnated japanese people made their reformation to the 20. century, they where heavily influenced by the christianic frigid americans. So just like the americans said sex is bad, anything sexual needed to be censored, they implemented a sex censor law. But now while studies show, sex censor is useless, the law stands in place because for it to be changed they would need to bring it up in their parliament and this an effective way to do political harakiri. Because the elderly are now so used to sex being bad, that a change is for them like telling the americans you can only have a pistol and that after intensive backgroundcheck. For the younger people it is like, why bringing it up when you could instead use your energy for important problems. And so unless succubi or other extrem erotic people try to bring a change or Musk or a person of his financial weight decides to stop doing buiseness with japan until they change their sex law it will stay as useless relic that nobody want to touch because with time it only get even hotter to burn your fingers if you touch it.

How her body ended up there is explained in the True Ending, and I think it makes sense.

1. In the Palace Treasury, there's a locked area that calls for a key.
2. The maid in the kitchen cooking food mentioned a snake
