Censoring the genitalia was so obscure that it caused a few adventurous artists to actually riot in creative ways. None of them have been arrested or fined, merely banned or suspended at most. The opposite happened to most artists who decided to censor just about everything that could be considered even remotely obscene, indecent, or simply offensive.
It's extremely vague, especially in Japan.I'm not exactly sure that one there counts as political correctness, but I don't trust them to stop there, so...

Article 175. (Distribution of Obscene Objects)
A person who distributes, sells or displays in public an obscene document, drawing
or other objects shall be punished by imprisonment with work for not more than 2
years, a fine of not more than 2,500,000 yen or a petty fine. The same shall apply to
a person who possesses the same for the purpose of sale.
