Look at the walkthrough again. You have to rescue 3 girls not 2.

OK when I do Stacy quest and it says "You now have access to Sweet Stash's" but when I go back for more there's nothing there.

Sweet Stashes can only be plundered with Stacy in Team and have a cooldown same as normal scavange points

Actually that is not accurate. You can plunder Sweet Stashes without Stacy. However she is the only one that can give a salvage bonus at those spots. You are correct in that the cooldown is the same.

Once you gain access to the Medical District, examine the fence south of the bus stop. Use a Metal-Cutting Saw to open up the fence. Examine the door to the small outpost to gain access to the trader.
