Yeah, I'm really not sure. I wouldn't think persistent save data would alter the script, but I could be wrong. Are you by chance watching the event from the gallery, or is this in the main game. Are you having any other instances of non-incest script?
Yeah, it's always the same. If you're going for the loyalty route, make sure that you've gotten an email back from the schoolboard member Mr. Tylor after confirming the meeting with Jacky at breakfast.

Haha... Don't worry. I inserted myself into the game early on in development as a joke, never really intending for the character to actually do anything, then it turned out that I needed a schoolboard member to approve the dress code, and since Will Tylor was already in place... So, that storyline isn't going to go anywhere. NTR route or otherwise.

I won the election without completing events 60 and 67. Now I have to reload a previous save and grind for a few more weeks just to see the Mrs Stone scenes, If you start the election too early, those 2 events are permanently missed. A few pacing issues there, I think.
