Different people use different systems for enumerating the versions of their products. In this case, the developer isn't counting up to 1.0 as a final release but rather x.y.z with x representing the chapter and y.z for different iterations within the chapter.

Yeah, that's my assumption. I'm guessing the middle integer is if he wanted to release only a portion of the next chapter, so for example if he wants to release the first half of Chapter 3 so that people don't wait as long for an update, the initial version would be 2.5.0 (2.5 completed chapters) and if he refines it before public release it might be 2.5.1 (1 bug fix release).
