It doesn't matter in this case, because the game has a female protagonist. NTR relates to the protagonist, not the other characters. This site has a very loose interpretation of NTR, and surprise surprise so do some Japanese stories.

No, that is how it's written in the tag rules, but that's not how the tag actually operates on this site. There's about 250 odd female protagonist cheating games that are tagged as netorare. Maybe a small fraction of which are reverse netorare where her lover is being stolen, otherwise they're pretty much all netorare where she's being stolen. That's how female protagonist cheating doujins are tagged too which is where the term actually comes from.
Just a few random examples, Shy Girl, Laura Lustful Secrets, Therapy, Curse of Kubel. Those aren't games about the protagonist being cheated on, they're games about the protagonist being stolen away from her lover and cheating on them.
As for why MMC cheating games aren't tagged with netorare, that's because Japanese is an unnecessarily gendered language. That's why a man getting raped in Japanese games is reverse rape, or why a woman's harem is a reverse harem, or why a woman's male lover being stolen is reverse NTR. Whether you think that FMC cheating games should be tagged with netorare or not isn't really relevant compared to nearly every single one of them already having the tag.
But aren't most of them tagged that way purely because of this sites very loose interpretation of NTR? There is no clear definition of what the word netorare means as a sexual act, even in Japan. And this site has obviously taken the easiest course, and said every common interpretation applies.
No, this site's definition of NTR is too specific on it being centered on the MC being cheated on and not specific enough about the actual cheating dynamic. Ne means sleeping and toru means taking, so netoru, or netorare specifically means stealing or being stolen through sex. So doujin writers use netorare to tag any story where the FMC is being stolen or the MMC is having his girlfriend/wife/sister/mother/childhood friend stolen from him.
This site's definition says "Designed to cause jealousy by having the romantic interest involved with someone other than the MC." but as per my examples above that isn't always how the tag is actually used.

Half the games on this site that are tagged for NTR don't involve a romantic interest, but merely characters the MC fantasises about. If you're not actually involved with a person, it's impossible for them to cheat on you, and therefore it can't be NTR. In any case, that has nothing to do with jealousy, it's envy, which is something completely different.
Also, if the MC is cheating on her husband or boyfriend, but he's unaware of it, and therefore can't get jealous. How can that be described as NTR?
