Every time you gain a level you get one talent point. There are a few, Reading, Hunting and Strength that you can increase by one through doing quests. I haven't used "Cheat Book"

I dont think thats what it will be for the .5 update. Gwen will be the 4.7.0 update. He's finishing up orc stuff for this half update.
