It depends on the twist you are talking about. I'll hold that the fire was foreshadowed not at all. I'll also hold that the big twist in this episode very much was.On a similar note, that's why there was a lot of hatred thrown at Mass Effect 3 - not only did it disregard quite a few narrative options set up throughout the series (e.g. "Organics cannot coexist with Artificial Life" couldn't be countered by bringing up the Quarians and the Geth if you got their situation resolved peacefully), but the denouement was completely non-existent.
And as you said, part of why the Red Wedding holds up is because it was foreshadowed in such a stellar way - this particular twist really wasn't.
