Forget what the tip said, the quest is available. As for Debra, you need to meet her in the pool to ask her to join the harem.
i done every thing but i cant find the option in chat for debra to join my harem ?? i have done the 3 experment and the date
also for this avangers team when i go to black widow with his landlord i get the old sence only nothing new and i already done this debra thing on her

Is there a trick to avoiding the bounty huntress? It is getting pretty tiring with her blocking most of my exploring! She always shoots me successfully so the contest ends up in a draw every time. I get injured and it ruins the rest of the day.
Realistically, I should be able to shoot her with my sniper rifle and be done with it.

She only appears with a 25% chance on an outing, so let's not exaggerate.
In any case, you need to LOSE to her to advance the game. You CANNOT BEAT HER.
If your firearms abilities are too high, it will only happen on a die roll of 1... Either save until you get the 1 or lower your firearms stats in the console.
If you played with TIPS ON (press "b" to activate them at any time), you would have known that since this is her tip when meeting her...

You're doing something wrong. You need to find Nancy in the morning, (pool or gym) and ask her to be an Avenger for the day. Than you'll AUTOMATICALLY go to the black widow from there. If you click on the map to get there instead, you're not starting the New Avengers mission, it's just a regular visit.

I must be an unlucky bastard because I was getting her constantly. I'll turn on tips. Either way it is a poor design if you have to lose in order to progress as it hurts players with a high firearms skill. You are rewarding low stats which is a bad design. Even when I roll a 2 the contest is a draw. So I will be annoyed constantly unless I keep rolling 1s or use the console to lower my firearms stat. I haven't rolled a 1 yet (more bad luck it seems).
I've enjoyed most of the game but this problem caused me to put the game on hold.

Um, bad advice:
I ended up having to use the console to edit mcfirearms=1 to get past both bounty hunter events (one with Melanie and one with Ivanka).

For me, I didn't have to do that. I had Nancy in my harem and when I went to visit Black Widow for the fourth time, it automatically sent Nancy with me and I got the threesome event.
Yeah, but that guy is asking about a different thing. The New Avengers mission to get inside Trumpf City via the sewers. Maybe you're not there yet with your playthrough.
I don't know, I'm not in your playthrough. You need lust of 4 and a vacant spot in your harem, that's all (also, you can only ask her AT THE POOL, not in the lab).

Wendy Anal Scene - MC is fucking her ass, not her pussy.
Wendy Standing Doggy Vaginal Fuck - Animation needs to be redone. It looks funny and out of place since the MC barely moves his cock back and forth and barely penetrates her.
Bounty Huntress - I would consider making a simple change here so players don't get stuck on this event like I did and get frustrated. I would put in a simple check for 'mcfirearms' and if it is above 7, I would give a 50% chance of the player automatically rolling a 1 during the dual. It's a simple way to fix the problem/frustration.
