are you playing on Android? there are known problems with that version, I don't know if using the cheat mod does cause it in the PC version, anyway there was an alpha bug in 0.73 and there is a "phone fix" posted in the thread but it is for the PC version only not for Android.

my recomendation, (if you can do it) is to download it from here, It sounds like a permision issue from the webbrowser same as with the Android version.
Maybe one of the "Progarmmers or Moders" will aswer your question or offer you a workaround.

Still can't get it to happen, tried firing this at all the hours in a day and nothing, maybe it's a bug, no idea. It just sucks that I'm sure that the missing card and this achievement are tied together but oh well.
