Rusty is the president of the Diks because he pays the bills, but he has never shown personality and he has never been, for what we have seen, the man who decides what to do, he has no leadership, so Quinn has no reason to be interested in him, and in fact in the whole game I don't see her or Sage (apart from the flashback) addressing him.

but having the money he could pay for the super services of the restaurant, but even in that scenario it's not credible that he would do that, a guy we see whining on the roof because he's sidelined by a girl who's already engaged I just don't see him being interested in Quinn, with Camilla or Riona he might be, but I would see him being uncomfortable even with Sara, let alone Quinn.

Yeah, he and Tommy had the idea but it seems that Vinny was the real man in the house, besides, check after Alphas smash the mansion, the suppossed to be leaders didn't have any idea of what to do next, Tremolo appeared the next morning with the "innovative" idea of hard work and effort and the guys were like "Holy crap this guy's a genious!", like, dude...

Having had the idea is yet another thing

the leader of a group is the person people turn to when there is a decision to be made, as long as there is Rusty's money this person is without a shadow of a doubt Tommy, he is the one who makes the arrangements with the Hots, with the Pink Rose etc.. then the money runs out and Tommy also loses some of his power to the benefit of both Rusty and MC.
